I went to check w24 7 hours after your post.
It took me 36 contact npc calls to get clues for all penguins.

1 Bloodsucers (lvl 3 spying was going on still)
9 kingdom of Kandarin
10 west coast Ardy
5 kingdom of Asgarnia
And here is where I found the roamers:
Ice - still in Falador bridge trap
bush - still in Seers anvil
crate - just west of Sorcerers tower in the trees
crate - in Witchaven, at chruch door - I just had to open the door for it
bush - in Witchaven, on south coast
Sorceres tower crate has been close to the border between west coast Ardy and Kandarin, so it may have activated both clues.

A week quite a lot like last week. 5 roamers, 2 closed area roamers and 3 enclosed penguns.
4 of the roamers are from West. Cw rock, Cw bush and Port Khazard are all from south and Rellakka is from north.
All of the southern ones may find Oo'glog boulder trap (near some ogres), but CW rock spawns closest. CW bush may start south or north. The selftrap closest to it is on the new open area west of hill giants north of Observatory (somewhere in RuneScape) amongst dead trees. Port Khazard is closest to Seer's area traps - Keep Le Faye (near coast, west of Ardougne), Seer's churchyard and Anvil (somewhere in the kingdom of Kandarin) and Catherby docks (near the mountain of wolves).
Rellakka will eventually roam south and is close to all Seer's area traps. It may also head more south to dead trees trap or even Oo'glog boulder trap. Rellakka, like all the other western penguins, may cross White Wolf Mountains and either get stuck in Death Plateau (where Imperial Guard train) or head more east into Falador castle brige trap (in the kingdom of Asgarnia), find east of Draynor Manor area (in the kingdonm of Misthalin) ior roam all the way to Digsite and get in trap at Blue Urn (in the kingdom of Misthalin)
Eastern Burthorpe spawns inside a selftrap at Death Plateau and is not likely to leave.
Mort Myre and Wildeness penguins are activating umbrella clues that hide any roamers
- at the Wilderness wall (in the Wilderness)
- at Temple of Paterdomus and by river east of Digsite (where bloodsuckers rule).
Also the Efl penguin will hide a roamer that is by mountain side west of 3 ponds north of Arandar pass (near some pointy-eared ones).

Week of 3 roamers, all from west.
CW rock starts from sw of Castle Wars and is most likely the one found in Oo'glog boulder trap (near some ogres). Observatory may also go south but north is more likely direction, unless it gets stuck in the dead trees (somewhere in RuneScape) west of its spawn.
Observatory and Barbarian Outpost are the penguins most likely to be found in Seers anvil and churchyard (somewhere in the kingdom of Kandarin), Keep Le Faye special (near coast, west of Ardougne) and on Catherby docks (near a mountain of wolves).
If any of the roamers cross the White Wolf Mountain there are several self traps to get in: Death Plateau and path below it (where Imperial Guard Train), at Fally castle bridge (in the kingdom of Asgarnia), east of Draynor Manor (in the kingdom of Misthalin) and at blue urn sw of Digsite (in the kindom of Misthalin).
Umbrella clues are interesting.
All clues Gnome Stronghold may activate can also hide a roamer. Also Wildy, Morytaninan pengs and East Karamja have possibility to activate umbrella clues.
Near a big tree surrounded by short people -- roamer west and sw of Gome Stronghold
North of Ardougne -- Gnome at fence se of Hazelmere's statue
Around Ardougne -- Gnome at fence east from previous
Somewhere in the Kingdom of Kandarin -- Gnome in Tortoise pen, at the fence east of Agility or at se corner of the Stronghold
In the Wilderness -- roamer at the Wildy wall or north of Black Knights Fortress
Where bloodsuckers rule -- roamer at Temple of Paterdomus and by river Elid east of Digsite
Deep in the jungle -- roamer on Mudskipper Point

5 roamers this week as well as 5 confined penguins with ability to activate just one clue.
From the roamers Fedip bush, Gnome Maze bush, Port Khazard barrel and Witcahven rock are from west. Feldip is closest to Oo'glog boulder trap (near some ogres) and is the one most likely to be found from there. Gnome Maze and Port Khazard have equal chanses to start both south and north, so they may find their way to Feldip Hills as well as cross bridges to western Battle Field and towards dead trees trap nw of Observatory (somewhere in RuneScape) or go north.
Witchaven is more likely to start north and find its way to Keep Le Faye trap (near coast, west of Ardougne), Seers anvil or churchyard (somewhere in the kingdom of Kandarin) or on Catherby docks (near a mountain of wolves). Gnome Maze and Port Khazard are also likely to end up in these northern traps.
Mudskipper from east has greatest chanses to end up in Falador bridge trap (in the kindom of Asgarnia) or in east of Draynor Manor area (in the kindom of Misthalin) but it may as well find its way to Digsite and in Blue Urn trap (in the kindom of Misthalin) or to Death Plateau (where Imperial Guard train). Goblin Village (in the kindom of Asgarnia) may hold a penguin for pretty long if it ends up there.
This weeks umbrella clues are "near some pointy-eared ones" and "deep in the jungle". Any roamer at the mountain side west from Arandar gates hides under elf clue and any roamer on Mudskipper Point hides under the clue East Karamja is always actiavting.
Confirmed that Mage Training Arena / Al Kharid penguin can activate "in the kingdom of Misthalin" clue also on ne side of the Mage Training Arena

With just 1 roamer penguin this week there is not much competition of traps.
Barbarian Outpost bush starts from "somewhere in the kindom of Kandarin" clue area. Most likely trap where it gets stuck is the Seers Anvil (somewhere in the kingdom of Kandarin). If it passes the doors in, it has other traps close by.
To north there is a trap waiting sw of the first bridge on road to Fremennik area (Kandarin clue). This trap, the Dark-Luke trap
, was found after graphical update.
Other possible traps on west are Seers churchyard (Kandarin clue), Keep Le Faye (on coast, west of Ardougne), Catherby docks (near some wolves) and Ooglog boulder trap (nea some ogres). Possible traps east of White Wolf Mountains are Death Plateau (where Imperial guards train), Falador bridge (in the kingdom of Asgarnia), area east of Draynor Manor (in the kindom of Misthalin) and Blue Urn trap south of Digsite (Misthalin clue).
Umbrellas:
- Elf (near some pointy-eared ones) hides Barb at the western mountainside
- Al Kharid, if nw or ne from Mage Training Arena or west of bank (in the kindom of Misthalin) hides Barb on Misthalin clue area
- Morty (where bloodsuckers rule) hides Barb at Temple of Paterdomus and on se corner of Digsite
- Wildy (in the Wildernss) hides Barb at Wildy wall and behind Black Knights Castle
Morty (where bloodsuckers rule) hides Al Kharid at Polypore island
Al Kharid, if in Shantay pass (in the souther desert) hides desert most times
Desert, if in ne parts (in the northern desert) hides Al Kharid most times

Week of 3 western roamers and lots of closed area penguins with just one possible clue.
Feldip rock, Observatory and Gnome Maze may all roam south to Oo'glog boulder trap (near some ogres), but most likely it will be Feldip in there first before possibly being bumped out by the others.
All of them may also head north and to Seers area traps: Keep Le Faye (on coast west of Ardougne), Seers anvil, Seers churcyard and at bridge north of Seers (somewhere in the kingdom of Kandarin) and on Catherby docks (near a mountain of wolves).
Specially Observatory but possibly the others also may be found in dead trees trap west of hill giants (somewhere in RuneScape).
If any of the would head east and across White Wolf Mountain the traps where to look from are: Death Plateau (where Imperial Guard train), Faladorn castle bridge (in the kingdom of Asgarnia), east of Draynor Manor and at blue urn in south end of Digstie (in the kingdom of Misthalin)
Umbrella clues for this week are

The clue border between "in the kingdom of Misthalin" and "northern desert" has been re-tested on some parts by Bill.
On potatoe field, north of cows, the border runs on same squares as behind Al Kharid bank: 25'43''e / 25'45''e.
When that border is followed south it runs 1-4 squares west of the fence. At Al Kharid toll gate it is 4 squares west.
This will prove my prevous assumptions wrong. The clue border does not follow Al Khaird west fence unlike the music border does (see post 1 page 47). This is the case also regarding Daemonheim clue. The clue border there follows straight w/e border although music border doesn't.
This also proves Sam's discovery correct (see post 4 page 44) about penguin activating northern desert clue west of Al Kharid toll gate.
And this means that starter area penguins have 5 possible clues

Just 2 open area roamers but 3 in Wilderness, 1 in Morytania, 1 Karamja roamer and 1 in Starter Area makes the penguin week for DIY hunters very hard.
The roamers are both northern: Barbarian Outpost and White Wolf Mountain. The traps most likely for them are Seers area traps: anvil, churchyard and at bridge west of Sinclairs (somewhere in the kingdom of Kandarin), Catherby docks (near a mountain of wolves) and Keep Le Faye (on coast west of Ardougne).
Oo'glog boulder trap (near some ogres) at red sandstone is possible for both but rare, as also is the dead trees trap (somewhere in RuneScape) west of Observatory hill giats.
Eastern traps are likely for both but specially for Wwm. Death Plateau (where Imperial Guard train) is the closest. Fally birdge (in the kingdom of Asgarnia) and East of Draynor Manor trap (in the kingdom of Misthalin) are also ones to check from. Blue urn trap (in the kindom of Misthalin) at Digiste is possible but rare.
This weeks umbrellas
Lumbridge peng has 3 possible umbrella clues. Most of the time it activates "in the kingdom of Misthalin" which hides any roamer on Misthalin clue area. It can also activate "in the kingdom of Asgarnia" and "near Port Sarim" and thus it is able to hide penguins in Asgarnia and south of it. Basically it covers almost all of the eastern area.
And what Lumby doesn't cover the others will:
- "in the Wilderness" -- a roamer by Wildy wall and behind Black Knights Fortress
- "where bloodsuckers rule" -- a roamer at Temple of Paterdomus or by river at east edge of Digsite
- "where banana smugglers dwell" -- a roamer on coast south of Rimmington
- "deep in the jungle" -- a roamer on Mudskipper point
