This new pattern sure is interesting - 6 roamers (4 bushes and 2 rocks) and from those 4 are respawning very close to each other.
Felip bush, Feldip rock and Cw/Jiggig rock activate same respawn area clue "near some ogres". Cw bush spawns in front of Castle Wars and activates "south of Ardougne" clue.
Added to the above we have also Eagles Peak bush (where eagles fly) and Goblin Village bush (in the kingdom of Asgarnia).
On western areas there are not enough self traps for all of the roamers. Seers Anvil may hold couple of penguins for some time though.
Oo'glog boulder trap will most likely be in use this week, and penguin in it may change many times as a newcomer pushes the old one out. The one from CW / Fedip double combo that is least likely to get in Oo'glog trap is CW bush.
Eagles penguin is more likely to be found from north and east, but it is possible for it to roam to Yanile or even to Felip Hills.
Goblin Village peng has two good self traps on east of White Wolf Mountain: East of Draynor Manor and Death Plateau.
This week has only fewn umbrella clues. Wizards Tower will most likely be on "in the kingdom of Misthalin" clue area most of the time. It will hide any penguin trapped in East of Draynor Manor spec or roaming in Edgeville, Barbarian Village, north and east of Varrock and in Digsite.
Wizards may also shortly hide a penguin in Asgarnia or in Port Sarim area,if it is stopping by the western stone fence.
Well, Termluke got that ever helpful 'somewhere in RuneScape' clue again very closely after reset due to system reboot. Looking back at the thread, the last time this mystery area was activated was in v121, according to your clue logs.
That narrows the scope of who can activate this clue down considerably. It would logically be one of the penguins in v121 that has also appeared this time around.
CW-Jiggig, Ape Bush, and Jatizso are the only three that are repeats from v121. And of those 3, my money would be on CW-Jiggig sauntering over to this clue area.
I personally doubt it was Eagles Peak. He was too busy playing around with the chinchompas.
It's got to be right around the spawn for CW-Jiggig. But where?

I agree that from those three it most likely is Cw/Jiggig
The spawn of Cw/Jiggig is not far from border between "near some ogres" and "south of Ardougne".
I have tested the border by Castle Wars wall though, but not for example between the wall and bridge. Another possible spots to test would be by the unwalkable parts at Jiggig camp.
Also following the line of RS clue down would make it to pass Castle Wars western wall. South of this could be one possiblity, but is it too far from the respawn?
This week is defenitely not good for testing with so many roamers on western areas, and not much of the week left either
I can confirm that a non Port Phasmatys penguin can trigger the 'near the city of ghosts' clue.
The spaces you suspected in an earlier post 38'43" east and to the right, north of Port Phasmatys, are indeed in the 'near the city of ghosts' clue.
Clue border between 'bloodsuckers rule' and 'near the city of ghosts' confirmed as 38'45" east and 38'43" east.
Total area for triggering this clue for a Morytania roamer includes the following:
4-6 spaces just north of Port Phasmatys north wall, far east of Ectofuntus building.
5 spaces on dock to Harmony Isle by Pirate Pete.

:O Three Wildy penguins
and basically no roamers due to map structure changes at Trollheim area - including Death Plateau.
This week offers us more closed area penguins than ever before.
Only open area roamer would have been Burthorpe, but now it is stuck in 7 squares roaming space on a ledge of Death Plateau, blocked by spear fence and throwing trolls.
Closed area roamers will make this week difficult and 3 Wildy penguins very risky. Only self traps are found in Wildy - basalt trap north of Rogues castle and volcano trap on northeast volcano peninsula.
Both Karamja penguins may cross the bridge south from Crain Island, and not be able to cross back, but the area is too big to be called a trap actually.
The lack of roamers on the other hand will help to locate close area penguins as so many of them can activate pretty explicit small area clues besides most common one
Canifis:
near the dungeons of Daemonheim = Haunted woods and undead farm
near the city of ghosts = north of Ectofuntus on dock or by Phasmatys wall
Al Kharid:
in the southern desert = inside Shantay Pass
in the kingdom of Misthalin = behind Al Kharid bank, or by northern border guards by fence (also fence nw from MTA)
Gnome Stronghold:
north of Ardougne = by fence west of gates near statue
around Ardougne = by fence from above to west, including by gate
somewhere in the kingdom of Kandarin = tortoise pen and east by fence + se corner
Wilderness:
in the frozen wastes = nw corner by the metal dragon castle

After a week with no open area roamers (as Burthorpe was stuck on its respawn) we now have refreshing 4 roamers: 2 western and 2 eastern.
Western ones are Eageles bush and Cw/Jiggig rock. From these two CW is more likely to find its way to Oo'glog boulder trap (near some ogres). Both of them can/will reach some of the traps in Seers (somewhere in the kingdom of Kandarin), Keep Le Faye special (on coast, west of Ardougne) or Catherby dock (near a mountain of wolves).
Eastern ones Goblin Village bush and Ice Mountain rock have two easter selftraps to get trapped in. East of Dranor Manor (in the kindom of Misthalin) is closer to Ice Mountain respawn and Death Plateau (where Impearial Guard train) is closer to Goblin Village.
All of these have a possiblity to cross White Wolf Mountains. Also Fremennik provence has been known to attract roaming penguins, and Kandarin -clue may cause some trouble as it is scattered in several separate or quite isolated areas.
There are not many umbrella clues this week. From the closed area penguins only Wizards Tower bush can activate clues that may hide roamers.
"In the kindom of Misthalin" is the clue Wizzy usually actiavates, and it will hide any roamer trapped in East of Draynor Manor, or roaming in Edgeville, Barbarian village and north and east of Varrock.
Also possibel are "in the kingdom of Asgarnia" and "near Port Sarim" but those areas are so small that most likely these clues are activatd by roamer penguins.
Anyone interested on some herding challenge?
Time to check that "somewhere in RuneScape" - clue wich has been coming up soon after reset/sytem update with the combination of Eagles bush, Ape Atoll bush and CW/Jiggig rock on v121 and v136
Same penguins again, but I would bet on CW/Jigging and start testing
a) 3 squares wide slice south from Castle Wars western wall
b) some squares east of the above
c) 3 squares wide slice south from Castle Wars eastern wall
d) some squares west of the above
e) entrance to Jiggig
I'm game for a bit of clue border work. Not doing a multi-trap this week, and not much to do for reset as we are just letting penguins trap themselves.
Just PM me when you want to do this.

EDIT: Had a Jiggig close after the system update by the walls near the zogre place. Clue is 'near some ogres' as expected.
Therefore, that option eliminated.

I pretty sure we did that at the same time as we looked to see if we could get and elf clue in that area.
I think if anywhere it would be the 3 wide slice X modules east of that gap.
