To offset this nerf, add more safes in other locations of the wilderness. Plenty of places where a safe could be added so players can get the safes at the rogues castle then move to other safes throughout the wildy.
This sounds like a reasonable solution.

Let's hope Jagex see this and give us a bit more variety!

They used to group things together and do most of them in one Ninja Strike instead of doing isolated, broken QoL updates every week, only to have most of them re-worked shortly after. This has been what RS3 been doing most of the time the last 10 years.

Other players have suggested that, only that you didn't get it.

It is crystal clear when they only reduced the cooldown of the safes in Rogue Castle and not Zemo's Fort, the change wasn't 100% pertaining to the removal of threats.
