The Church doesn't advertise it. The cults do.
Also, just being over-the-top evil isn't enough. You also have to be somewhat successful (even if the heroes ultimately defeat you in the end.)

No. A piece of parchment with some ink on it does nothing to increase your luck or summon demons, and it can't be brewed into a potion.

I was under the impression that "Craft" magics were all your mundane crafting skills - scribe, blacksmithy, herbalist, etc etc.
No. Craft Magic is things like demon summoning, bad luck hexes, good luck charms, alchemy, voodoo, and so on.
Remember my Echion lore thread? It's basically the exact same concept - a lot of things were just taken straight from there. Some items have magical properties, and if you combine them together you are able to produce magical effects, even if you don't have any magic yourself.
When I say "they teach you craft magic", what I mean is: "they teach you how to brew some potions, craft good luck charms, detect hexes, safely dispose of voodoo dolls, and also how to look for signs of demon summoning." You don't
have
to learn this at either the Priesthood or the Academy, either. Alchemy and Charm Crafting are often taught outside of the Academy's control. Demon Summoning, Hexes, and Voodoo are all illegal though, as are certain types of potions.
Anyone can do these things, provided they have the necessary tools, items, and knowledge. The downside is that the ingredients are often highly expensive, so you need a lot of money to get into the trade, and then you need to be able to sell enough of those items for a profit, so that you may buy even more ingredients.
