The problem is that Fenris's rage and anger are misplaced.
Due to the actions of one Magister, he hates all Magisters, and all mages. The cause of his misfortune wasn't magic, it was the natural tendency for people to abuse their power, which we don't only see in Tevinter.
Fenris doesn't realize that Tevinter has people like Dorian, the companion I was talking about, who actively wish to reform the country. Fenris's story represents the cruelty of one individual magister, and what said magister can get away with. He has seen the worst of the country, but not the best or even the middle ground.

Even Fenris will admit that not every magister or mage is bad; his problem is how bad the bad magisters or mages can get if left unchecked. I feel that’s a very valid reason for his sour outlook, especially since few mages prove him wrong.
It only takes one rotten apple to spoil the bunch, so they say.

But that doesn't make him right.
Magic doesn't lead people to abuse their power. Human nature leads people to abuse their power. Tevinter is a society where all of the extremely powerful people happen to be mages. Remember that the Circle was originally formed as a backlash against Tevinter - that doesn't mean it's a solution.
