Next you'll be saying Elves should be let out of the alienage to live amongst Humans. Or, maker forbid, given rights.
Just because someone isn't a blood mage would not hamper their ability to scheme, connive, extort, and backstab their way into a position of influence.
In fact, it would drive some people to find newer and more clever ways of pulling it off.

Blood mages can control your mind and body. Though other mages could probably tell, a non-mage often can't resist its effects.
