Honestly, the main problem with Tevinter isn't that the mages are free.

The problem is that their entire government is dominated by the nobility, and their system is plagued with corruption, plots, power struggles, and slavery.

It just so happens that all of the nobles are mages. And the reason why blood magic is over-used is because they have slaves who are essentially treated as expendable pieces of furniture, so they can easily use them as a power source, and nobody with any real power will bat an eye.

The solution isn't to oust all mages from power. It is to abolish slavery, curb the power of the nobility, centralize the government, grant more rights to the common folk, and give the templars their balls back.

You have no individual rights and they will brainwash you if you are unhappy, disobedient, or begin to express any sort of doubt in what you're doing. You don't choose your career, they pick it for you, and if you ever begin to become dissatisfied with it you are expected to turn yourself in for the aforementioned brainwashing. You don't even have an official name, just a set of numbers and a nickname based on what you do.

It's not a free life, but it's a life that many turn to voluntarily because they have no direction in life. It's a culture of always knowing you have a place.

Honestly, if it isn't forced on the people who wouldn't fit well under it, the Qun is actually a pretty good option for a lot of people.

No, the problem with Tevinter lies squarely with the mages. Fenris and even Faenreal elude to it. It's basically a magical arms race to see who can trump the other; the one who wins gets to write the countries laws.

Fenris is not an unbiased source.

Again, you really need to play Inquisition. One of the best companions in that game is actually the son of a Tevinter Magister, and he has a lot to say about his homeland.

No, it's a political race. The Magisters just so happen to fight it with magic instead of poison and knives. The reason why it's slightly worse than Orlais is because unlike Orlais, Tevinter has no strong central authority figure to reign the Magisters in.
