Well I've got about 90% of the character figured out.
Of course, the bits I don't have figured out are abilities...
Also you have too many perks because I want more than I can have.
Hm, should I increase the number of Perks? Or, maybe allow characters it gradually add Perks as they progress?
OK, I just increased the amount of Perks to five, and mentioned additional Perks can be achieved upon finishing quests during RPing.

Oh, I mention that Split Personality can only be used once. But, I will have to mention Perk-increasing Perks can only be used once.
Damn, there goes my plans for a mentally unstable genius who has a fetish for murderous teddy bears, death games and despair.
Well, I would have noticed the loophole sooner or later. I edited Colorful Personality, so now, you can only select one more additional Perk, but you cannot gain the next quest-rewarded Perk during RPing.
Split Personality now no longer grants extra Perk slots, but instead allows you to have another set of five Perks. If you switch, the deactivated set remains deactivated for at least five turns.
Hopefully, that should balance out the system.

Because obviously a futuristic government that has access to GPS, satellites, recon robots, reconnaissance drones, global surveillance, the FBI, and artificial intelligences installed in security computer programs, need nine-year-olds with notebooks, pencils, bows and arrows, and swords?
