The problem was that the word was overused. People would call each other it over the littlest things. But all it really meant was they were a bit slower than everyone else. Anyways, because of its misuse, people began to view it as offensive.

In this case, Azi is referring to a hypothetical hillbilly who happens to be retarded. But you would rather him say 'stupid hillbilly.' You don't care that it is offensive to hillbillies? Beneath the gold, the Bitter Steel.

Well, I guess one way of looking at it is that the hillbilly isn't implied to be stupid because they're a hillbilly, instead, they are a stupid character who so happens to be a hillbilly. The correlation is there, but there isn't definitive causation either.

Though, in this overly politically correct world, only the most negative connotation is just.
