I still don't see how "this girl is REALLY hurt" translates into "lets kidnap this girl before the police/fire service get here, and raid her for intel we don't know she has". Any way I look at it, it's potentially a bad ending for your character (and, if you're especially unlucky, a death flag given her injuries).

Raise the death flags. Raise them high. And then lower them to half mast when their plot comes to fruition.
Done in by the dubious doings of destiny.
(I actually am kind of curious - if no immediate answer springs to mind, that means I have given Anja nothing in the way of personality or direction.

Well, when you take her back pack it would tell them that she was spying on them so you might want to know why she was spying on them.
I don't know exactly how this situation played out, but when I see a little girl with a backpack I think: "Oh, she was just going to school."
If I see an unconscious girl with a backpack I'm not going to think: "I better loot that backpack to see if she's a spy or not."
