Or they were made independently as pale imitations of elves. Fangorn speculates that the trolls were made in such a manner as well, in order to be a counter to the ents. The creation of trolls certainly indicates that orcs could have been created without corrupting the elves. Tolkien had a lot of issues with the idea that orcs were irredeemably evil as it clashed with his strong Christian convictions about redemption and absolving of sins, so went off of the idea of them being corrupted elves in later life.
Though of course, he never solidified either idea so you can make whatever you want of that.

On a more serious note, this attitude that Orcs can't be Elves seems awfully out of place in a progressive society.

I decided to take the liberty of turning sea elves into Viking cultists. Hopefully that makes them interesting and individualistic enough.

I thought orcs being elves was a bit odd but they certainly did a fine job at building it into the world of Tamriel. In the collaborative fantasy world that appears in Into The Fire, I know that orcs are native to Kal'sea, whilst elves live in a forested land-bridge which connects Engelain to Kal'sea. And seeing as Er Ril hates elves, but has a strange fondness for his lusty orcs, I think it would be a dishonour to him to link the two.
