You kids and your teletabs. Back in my day we had to walk all over the world to craft the runes needed for them fancy teleports. Hell, we could have just walked where we wanted in the time it would take to make them!

It would also make most sense, given the discussions we've been having recently. But if I were to do it, I'd want to go all out- you can be members of the Temple Knights, the Wizards Tower, the Vyrewatch, TzHaar, Dragonkin, Aviansie, Demons, pretty much anything. I think the only playable races of note I'd exclude would be those blocked by lore (All Mahjarrat being known, Ourgs being extinct save for Graador and Zarador,) or common sense, (The TokHaar would never leave the Elder Kiln.)

On a side note, Vampyres can't cross the Salve without horrifically weakening themselves like Count Draynor. Or did that change?

Nah, Tempora Sage is not part demon. Not even the slightest tint of demon. It's a sad state for Team Good when you're praising a guy for being one of the few not related to demonic activities.
And it's less that Etheldredda hid the fact, and more that the continued existence of the hags holds no weight in her mind. Hags are completely beyond redemption, even by being actively a part of the horrendous experiments and activities which Etheldredda has witnessed, or by being complicit in these acts in order to benefit themselves. Etheldredda's whole campaign is about killing hags, that it would lead to the death of hags isn't some moral quandary for her.

Most Vampyres die when crossing the Salve. In the most recent quest
The Salve was altered so vampires crossing would revert to humans once again, and now the concept of blood-farming and invading Misthalin and such are being abandoned as Morytania revolutionises itself in the wake of its new leaders.
Draynor was, of course, one of the greatest vampyres alive pre-Salve, so any vampyre that wasn't "true-born" (i.e. born a vampyre in Vampyrium, rather than converted to vampirism,) would be incinerated.
But I'm thinking of not factoring in the end of the vampire series, because it gives us less to work with, (and it doesn't make much sense plotwise given that I believe Zamorak would much rather visit a nation of loyal supporters than fight over some farmland in Lumbridge,) and in general focusing on non-quest relevant events so as not to be shackled by the constraints of some mysterious world guardian doing all of the fun stuff.

think
it would be best to assume that quests pre-TWW are complete and those post-TWW are incomplete. The issue with saying all quests are complete is A) it ruins a few good stories and B) the issue then comes when new quests are made and new lore is added to Runescape. By that stage we wouldn't be able to go back, and so there needs to be a line in the sand drawn somewhere.

I, uh... I think so. Butterfly effect. Lucien needs to secure the Staff of Armadyl and be killed by the dragonkin at the Ritual of Rejuvenation to set the stage for The World Wakes.
