I was going to have him use the Staff to kill Lucien at the end of the quest, ascending himself to a Tier 7 Divine being. He would then do the same to General Khazard in Fight Arena, as well as the Bandos Avatar in the Chosen Commander, and a bunch of other Zamorakian mahjarret in their respective quests. Their divine magic together would probably be enough to bump him up to Tier 6 at least. After that, he will head into the desert and start killing some of the desert gods, who he is now capable of matching, and then eventually he will have enough power to become Tier 5.

The Guthixian Edicts will take effect, and he will banished from Gielnor, but that will only be a temporary setback. He will leave the staff behind and start exploring other worlds, gathering the few races that haven't been recruited by other gods. When Guthix inevitably dies, he will return with an army and form a faction of his own.

Alternatively, he could stop at Tier 6, and just kill Guthix himself in The World Wakes.

Yeah definitely no. Sorry man, but you can't just make yourself into a god so that you can come in on a high note. I would more than welcome any attempts by you to try and turn yourself into a god though.

EDIT:

So these intros I have saved from 2k13 have the denizens of the Blue Moon Inn discussing the trees weeping at Guthix's death, the White Knights reacting to the reemergence of Saradomin, and then the Kinshra and the Vampires gearing up for war. I'm not sure if I planned to write something up for every faction, but I think that these intros are a bit outdated and unneeded.

How should it be handled? One main intro/summary outlining the various factions and whatever, or intros for each of the factions? Would something potentially this exhaustively large even need introductions? It seems like it could be an exercise in futility, when instead I could just info-dump.

Thoughts?

It really baffled me how Temple of Ikov introduces this extremely powerful artifact that, according to descriptions of it by NPC*, literally crackles with divine energy, and your two options are to either:
A) Give it to Lucien like a good little courier.
B) Leave it with the Guardians and try to kill Lucien, and once he is defeated immediately assume he will never try to obtain the Staff again.
