They don't want potions because for all they know you could actually be giving the fighters you want to win adrenaline boosts or steroids, while the fighters you want to lose get drugs that reduce their strength and reflexes. They also don't know if there are any side effects or if the fighters are allergic. Healing is also faster and doesn't require any ingrediants.

Although I am tempted to remove the restriction altogether and have a potion vs spell debate.

Seriously though, the money is pretty minimal and Westenev was complaining earlier about how it was impossible to win the fights. So I thought I would give him some level of involvement.

Basically, my entire thought process was that I didn't want you guys rigging the fights, but then I realized that would actually be pretty cool, and Westenev could just as easily rig the fights with his buff spells as he recently pointed out. Beneath the gold, the Bitter Steel.
