Oh.
Well, normally you just go through with introducing the primary characters and scene, then gradually introduce a conflict and other characters. Build up to the highest point in your story (the main action), and then slowly bring it down to a resolution. You can have it happen anyway you want: the villains could win, or the heroes can win; it's your choice. Of course, you always needs some sort of main conflict to drive the plot.

Just explain both.
Opening Scene -> Rising Action -> (REALLY!? You censor that?) -> Falling Action -> Resolution.
or:
Capt: Welcome, blah blah blah
Poller: Yo, blah blah blah
People: HELP
Capt and Poller: Blah Blah Blee Bloo Blah
People: THANKS
Capt and Poller: Blah!
