Wow, so many patch notes! workin' hard I see
I especially like that I no longer have to switch my family crest gauntlets or fancy/fighting boots once security week is back.
Generally the intention of the cape rework was to make comp cosmetic - not max. And that effectively happened since every passive effect was ripped out of it and both capes are absolutely equal to one another statwise now (okay - admittingly comp is inferior to max due to its significantly higher reclaim costs). The change today solely had given players with the reaper done the stats they had before the rework - with the option to alter it by wearing other capes. And hey - we were given a free override so you can use your comp appearance still.
That comp no longer is best in slot (well for now it's still for a general purpose cape) allowed other capes to shine in other categories: Kiln for offence, reefwalker for defence (well that one has different issues though). In general jagex has so many more options now to make the cape slot matter - what we're currently seeing are just baby steps.

I don't believe it is part of the patch. Just noticed that the festive aura is currently working and was overlooked, possibly intentional but I doubt it.
Now can we make it so meerkats can go onto the hefin course or runespan so that we dont need to dissmiss them for a clue step and waste them. And maybe let us convert meerkats into fetch scrolls.

That isn't bugged. It just collects whatever you don't want to have crushed. Or is there any specific reason why you want you certain bones not being destroyed and also not to enter your inventory?
