Do I understand this right, you have made a 2nd Jagex account that functions properly, but the original is short-circuited with all your characters? I thought they were saying they can manually transfer character accounts if there is some error.
You can get the billing receipts on the email but they can't deliver Jagex account related emails to that same address? That seems like an error to me. You were having an email dialogue and they said you must fill out the form that never arrives?
The fact you know they sent the email should be proof of your intention to regain access.
