It's to keep the same restrictions in Xp rates that already exist for pures instead of opening new courses up that are significantly faster than what is already available to them.
people with 1-40 def can already do ape atoll and dorgeshuun. I think the prayer requirement for dorge is like 22. it's 1 for ape atoll
putting a legends requirement would only add a restriction that wasn't there when they made the account.

Level 3 skillers care much more about this than pking pures who don't go for 99 Agility in the first place. It also won't make any difference, if what you're saying is true, since they're not losing access to Ape Atoll and Dorgesh-Kaan with Legends Quest as the req for the Ardougne course. Although, I do think most pking pures don't have access to Ape Atoll because they choose to finish the quest to be able to wield the Dragon Scimitar. They find that much more important than having access to the Ape Atoll course. Anyways, any quest with a combat requirement would do in my opinion, it doesn't necessarily have to be Legends.

I wonder if this Graceful Outfit will be a good idea if it gave bonus agility experience if all pieces of the outfit are worn at once. This would be a very small amount but it could add up over time giving even more incentive in getting all the pieces and not just the ones that give the most reduced weight.

Another thing i noticed was in the prices for the boots, hood, gloves, and cape seems like this should be changed.

Graceful hood -3 Kg weight reduction - 60 marks
Graceful cape -4 Kg weight reduction - 120 marks
Graceful boots -4 Kg weight reduction - 30 marks
Graceful gloves -3 Kg weight reduction - 20 marks

This to me makes no sense on how they calculated the prices with the effect each item had. The cape cost 120 marks for 4 kg weight reduction while with the same effect with the boots it is only 30 marks. Same with the hood and gloves. I don't know how regular these marks will be in the game but i wouldn't same up 120 marks to get a cape when i can get the same effect with the boots for 30 marks. If they indeed scaled the prices because of a cosmetic look at least make these items look like a freakin awesome ninja flying around town doing awesome parkour instead of what a tramp would wear fleeing from the cops. That is just my $0.02. :)

Agreed. But I think the Legends quest is perfect one for Ardougne course. It's long, master level quest which is based around guild near Ardy. I don't think there is a better quest you can make requirement for highest level course.

As for the whole whether or not level 3 Skiller should be able to use the courses I am kinda torn on that one...

Because it is such high level content it makes sense that it should have high level requirements but at the same time I don't think its a good idea to just give it certain quest requirements for the sake of keeping out level 3 skillers... Priest in Peril for Canafis and Monkey Madness for Ape Atoll makes sense but that's about it on the side of quest requirements.

I also don't like how some of the level 3s on this thread think that the update should be catered towards them simply because it resolves around a non combat skill. If a new skilling method is released and there is a combat or combat quest requirement that makes sense don't complain you can't access it as you choose to limit what quests you can't do.
