My issue with polls being at 75% is that, yes it's a realistically fair amount and achievable. But doing polls with game changing events in the long term could prove harmful, if you think about it logically...
For example, you start with 1000 players.
760 vote yes, 240 vote no. Change goes ahead and some people dont like it so they quit/leave
Say 50% of the 240 players who voted no get fed up and leave.
You're left with 880 players still playing the game.
A month or two later you introduce a new poll with another controversial change...
660 vote yes (75%) and 220 vote no. Again say 50% of the 220 players who voted no get fed up and leave.
You're left with 770 players still playing the game. And so on and so forth until eventually there'll be little to none, just like before. As osr isnt taking new players without first paying for it, counting on people being willing to pay as a person who has never played runescape before in their lives, or returners that will eventually run out.
(as proven to have happened in the past, nobody stays loyal for long after changes they dont like. ESPECIALLY when they're soon to be paying more to play the game)
I agree you can't keep absolutely everyone happy, but isn't that meant to be the challenge for jagex? Just something for you to think about with the polls, in the short run yes it works, but in the long run does it really? and will your income of players although extremely high now, stay higher than those leaving in 6-12 months time?
Unless of course you're not planning on changing ANYTHING dramatic at all, in which case I can't see too many people leaving over minor changes. But too many minor changes can have a huge effect also.
