Reducing the overall defense stats of the dragonhide armor sets will lead to people consistently using rune legs and a fighter's torso in place of ranged armor when playing pvp. Instead, reduce their overall stats a little bit, or better yet, ADD NEGATIVE MELEE ACCURACY BONUSES.
The blowpipe is a concern, you failed to mention pvp on that segment. Pvp already suffers a -33% speed debuff for the blowpipe, and to keep it an interesting weapon, I don't think the damage and accuracy changes should apply there. Frankly the 2-tick speed overall is the problem with pvm, although I understand nobody wants to change that
now
. But if you change the blowpipe, please have these changes not carry over to pvp, as that would drop the weapon's utility below that of the magic shortbow.
Otherwise, please don't drastically change the uses of things. Minor tweaks. A lot of points for bringing obsolete items back to life with some buffs though. There are a lot of items in the game that look great or have story and requirements behind them but have zero practical value.
Would LOVE to see things like regular metal weapons have a little bit more viability. Like the mace for example. Maybe buff it's speed to that of the sword, so you have a fast crush weapon at early levels as well? If this brings it past the scimitar in dps, then add a slight debuff, but you get the point. It seems wasteful of the game's potential that everyone will stick to a scimitar until level 70 attack, and it's all you ever see in F2P.
