Maybe it would be a good idea to try to focus the PK activities, this could be done by just adding one Bounty Hunter world, this could be the current populair PKing world. In this world the BH system would be activated right away, but a player could request a target from a NPC.
When a player kills his target, the target would drop an untradeable item, as proof of the kill. This item needs to be returned to the NPC. In exchange the player receives some points that can be used for purchasing cosmetic items only. These items could be tradeable.
The idea of untradeable items being converted in coins is good, but the killed player should still be able to retrieve his items, for example a fire cape.
This way I think there will be more PK'ers in one world, and it it a success we can always add another BH world. By making BH optional you give PK'ers a choice to just kill for fun, while hopefully attracting new people that like the target system.
