It does seem that way. Welp more Meleescape it is...At least for now.

Tho I can't say everything will be only for melee. Maybe in the later months, Jagex might bring out some new content that can make it a bit more combat balanced. (not E.O.C. as that was end of combat.) Or a new magic built in weapon or a add-on to the trident of the seas that can be used for PVE. (both against monsters and players.)
