As a PVM/Boss type player I only skill to fund my boss trips.

Here's my take:

1) I like the idea of an idol that will give me an advantage against a gwd boss. (I like to solo)
2) I have already invested countless hours in all of my non-combat skills to fund my Bossing. I think there needs to be a way that benefits players who have already invested the time in skilling so they level faster (I have already suffered through having to build a new well-rounded character in old school).
3) I would like to see the skill have a limited impact on botting and merchanting. I feel they have a bit to much power over the economy. Possibly using non-tradable resources.
4) Pkers, which have a lot of influence on the community, a little too much imo, will never vote this in if it has an impact on them. They don't like change. So, make the skill have little to zero impact on them.

To sum it up, combat is 90% of what people play the game for. As a pvmer that means all I care about is Stronger bosses/challenges, and stronger gear to fight them.
Let the pkers have their own little world as long as I have mine. If you can find a way to make that happen, I think you would have a pretty good chance of getting this voted-in.

@ your 2nd point, you will get Artisan xp depending on your skill xp, so higher level skill products will lead to high Artisan xp :)

Like your 3rd point

Why do you want stronger gear to fight bosses tho? That will just make existing bosses less challenging..

This is not a skill, this is a task & reward system. in fact isn't there a task system extremely similar to this on eoc? where your assigned to do some tasks involving various skills and you get exp for doing them? This is that but with experience of its own, a level, and some new items.

everything that you want to do with this skill belongs as part of the current skills or in a "TASK SYSTEM"

Its a cool concept but it just doesn't fit the mold of a "SKILL". heck this wouldn't even qualify to be a mini-game or D&D imo. not to mention this would wreck the economy and make skilling even more of a pain than it can already be.
just add in a summoning replacement or improve existing skills. there is no reason to compel players to do things in the game that they don't enjoy just to train up some new skill that has 1 or 2 rewards they actually want.

all in all i give this a definite no (as a skill) due to the fact that it gives us alot more to do without adding hardly anything to the game. the rewards and system are cool but not something we need a new skill to implement.

HOWEVER:
this would be a fantastic addition if it weren't a skill but a task system with a point based rewards system where you could either unlock or buy bonuses in various skills with points earned by doing tasks in various category's of skills.

for example: you divide the skills into 4 or so category's of "combat, resource, production, & utility" and have tasks of each type give you points in that category.
when you've earned enough points in a category you can use them to unlock a bonus in one or all of the skills in it.
ex: 50k production points could unlock the " elemental rune bonus" that allows you the chance at producing bonus elemental runes and a chance at a slight exp boost when that bonus kicks in 5% or so nothing major.
100k resource points could allow you to unlock a passive bonus for: (wc mining hunter fishing etc.) that gives a chance at getting more than 1 resource at a time.

I'm fine with that as long as I don't have to buy or chop/mine/fish/farm massive amounts of resources.

Also, what's the point of armor with no defense? Isn't that the whole point of armor? Not sure where they were going with that one.

I Will probably be voting no, skilling to train a new skill seems sort of forced (ya, I am aware you could just not train Artisian) I just prefer more standalone style skills. Not that I don't like skilling, which I do, but this just doesn't appeal to me a whole lot.

because I want stronger bosses

Me too, but I think it would be cool to items/armour that can only be used at new bosses or armour with stats that depends on the monster you are fighting, so that already existing bosses are not made easier by the introduction of new bosses.
