I would love to see this quest but I have a few concerns:
1. I would love to see a long quest (Nomad's Requim was too short for a Grandmaster imo), but long quests can easily become tedious and boring quests if they are created poorly. For example, although While Guthix Sleeps and One Small Favor are both very long quests, WGS was exiting the whole way through, while OSF got very repetitive and became a chore very quickly.
2. I don't think anybody should be able to use the ballista. I think it makes much more sense as a weapon that can only be used after you have completed the quest, like the dragon scimitar was for MM1. This gives incentive for people to actually do the quest and is a nicer reward for people who have completed the quest than just the ability to obtain the ballista through non-trading means. I also think it should be able to hit a bit higher than a crossbow using equivalent ammo (ex. ballista with rune javelins should hit higher than cbow with rune bolts)
3. While I think the quest needs a little more of a reward than just the ballista, I don't like the jewelry idea for a couple of reasons. First, it will increase the prince of onyx, and Zulrah is already a ridiculously ** moneymaking method. Second, we recently had a jewelry based update in the form of all the wilderness rings. Third, the stats on the jewelry aren't very balanced:
-With the new bracelet, the max magic damage boost will be 30% and barrage will hit ridiculously high
-With the new necklace, 99 range/45 defence voiders will hit even harder and more accurately and equivalent level zerkers wont stand a chance, leading to lots of voiders who will have an even harder time finding a fight
-The fury already makes a very good melee amulet and the new one will be inferior in many circumstances
-The new ring will go mostly unused as 90% of runescape players will take a damage or accuracy bonus over a defence bonus, even in roles such as tanking bosses
