Smithing - No practical use. I can't think of a single situation where you could wear the cape but not the gaunts or vice versa.
Think harder... skillers' can't get the gauntlets as they need 59 mage to do Family crest and quite a few skillers continue with xp gains post 99 and the cape could speed this up.
I think Coolsville sucks!

The perks isn't useless, and can be quite useful against thievable NPCs. People still do pickpocketing to this day as you can gain xp, and make a bit of money at the same time.
As for runecrafting, not all runecrafters choose to craft runes in the abyss as it is in the wilderness. The perk can be useful for skillers and people who don't want to be at risk for PKers.

The full graceful set is -25 kg and restores your run energy 30% faster. Wearing graceful hood/top/legs/gloves/boots plus the superior spottier cape will give you -25.5 kg but will lose the 'restore your run energy 30% faster'. And they've now given the Agility cape the same abilities as the graceful cape (-4 kg and counting for the set bonus of 'restore your run energy 30% faster'.
Overall a 30% increase in run energy restore rate would be better than an extra -0.5 kg the spottier cape has over the graceful (and now Agility too) cape - provided the person is using the whole graceful clothing for the set effect.

It would be good if they did something good for 99 Agility, after all if you have 99 Agility, then your run energy should replenish significantly quicker.

OR, maybe give the 99 Agility cape a twice per day right-click activate 100% boost to Run Energy? As opposed to a passive, 100% of the time, increase in Run Energy restore rate?

99, max, accomplishment. I think your creative team sucked big time on this one and should revisit their favorite video games (what makes it so special? why would you play it over and over again?) and come back with much, much better rewards for people who play this game.
It would be better if you suggested some perks for the skillcapes.

OSRS mods, maybe give the Agility Cape a 2 times per day right-click to boost 100% Run Energy?
As for the Smithing Cape, X Omni makes an excellent suggestion on the top of Page 9 that if you have 99 Smithing: to decrease the cost of repairing Barrows armour if you have 99 Smithing:
"To repair a full set of armor the cost is a total of: 166,650gp with 99 smithing. If the reduction while wearing the smithing cape were increased to 65%, the total amount of gold required would be: 114,923gp."
It would make a good 99 Smithing cape perk. (example: I wish I knew someone with 99 Smithing, I have some Barrows to repair and could have given it to my friend to repair it for me.)
