According to prices at the time of posting
RC moneymaking:
54/59-82: Laws / 2x Cosmics, ~244/234 gp/essence
82-91: 2x Astral Runes, 286 gp/essence
91-99: 2x Nature Runes, 474 gp/essence
Proposed:
77: Blood Runes, 295 gp/essence
90: Soul Runes, 325 gp/essence
Assuming that each Blood / Soul Rune crafted will give more exp than the lower-level ones, this means crafting them has to take longer to offset the otherwise increasing XP rate, since you said this wouldn't be better XP/hour. As such, double Astrals are likely to be better profit over time than Bloods (making the latter useful only at lvls 77-81), and Soul Runes may only be viable for 1 level (90).
Unless you were referring to the XP rate of Lava Runes (expensive, fastest XP/hour method) when you said Bloods/Souls wouldn't constitute a new fastest method, then I don't see what purpose this update will have. Other runes will already provide better profit/hour, so if you take the XP away too, it's going to be niche, if not dead content as soon as it comes out.
I think most of us here want to finally see a Soul (and Blood) altar, but it's going to do little more than warm our hearts simply because we know they exist, if there's no incentive to do Runecrafting there. Do it right from the get-go.
