I say no to the idea of cooking cape because so many people have it.
Strength - skip the GWD animation of lifting boulder?
Farming - +10% yield because for the money and time spent to get 99, its a fair trade off
herblore- chance of making 2 potions at once, gaining xp for both for slightly faster xp/hr?
fletching - chance of stringing bow while cutting logs

Hello i have some Suggestions, **** DUTCHY *

(1)_ Woodcutting Cape _ should also have a small chance to increasing the looting of birds nests to become seeds more often than normal.

(2)_ Fletching Cape_ Should allow you to use the Skill Cape as a knife Due to less people fletching at 99.

(3)_ Herblore_ Also to allow a 5% chance of making a (4) dose potion OR any % of your suggestion.

(4)_ Fishing_ Also allow a possible double catch in % of your suggestion (only) in Barbarian fishing.

(5)_ Defence_ To have a % chance to reflect % of your enemy's damage. The percentage of what you suggest.

Agility - provides full graceful outfit set effect (energy regen boost) on its own but no weight reduction, same weight as other skillcapes. This means full graceful still has its use for things like mining and smithing, and the agility cape can give you the graceful regen for other stuff when you require protection.
Herblore - search the cape for a small number of random grimy herbs, once per day.
Thieving - alt idea, unlimited teleports to Rouges Den.
Fletching - slight speed boost at cutting bows?
Smithing - a chance of saving one coal when smelting bars, higher chances with higher lvl bars, as they use more coal.
Fishing - Unlimited tele's to fishing guild and/or maybe the fishing colony.
Cooking - same as cooking gauntlet effect, however, gauntlets+cape = can not burn anything as originally proposed. This still gives the cooking gauntlets some purpose.

While I'm here, why not trim the Quest cape if you've done all achievement diaries 100%? Seems fair considering the effort and levels required to do all the tasks. Quest cape also needs a perk of some kind.

Some skills are alot harder than others; whether its due to less xp or alot more time consuming; I think the harder it is to get a 99 the better the reward should be when wearing the cape.

Runecrafting

- Teleport straight into the abyss?
- Unlimited teleports to only one alter within 24 hours?
- Abyssal guardians and abyssal walkers become non aggressive?
- Never fail on obstacles in the abyss?

Would it be possible for the Level 99 Magic Cape to unlock the ability to cast Swap Spellbook from any spellbook? The only repercussion of this I see is being able to regularly cast vengeance from an ancient spellbook which doesn't seem like too bad of a perk for someone who has worked to get to 99 Magic,

For the Herblore cape, I feel as though the pestle and mortar is quite a weak perk.

A possible suggestion would be a small chance (5/10%), when making unfinished potions, of one herb being used to be split between two vials of water.
