I don't know the cape bonuses but yes, the cape should be better than Ava.

My thoughts for Fletching cape:

Instead of searching it to find a knife, make it so when wearing you do not need a knife to fletch. An extra inventory space would be nice and also being able to click the "deposit all" button when fletching bows (u) would be nice and a little bit quicker.

I feel this is a better option because who has problems with finding a knife? They're cheaper than dirt.

Anything that gives an xp boost is wasted. Much better idea to have something god based on small chances.

Magic should be more than once a day, obviously not unlimited, but should be maybe 5 times.
Herb, how about 5% chance to make a 4-dose?
Craft how about giving access to a basement level that has a furnace and a bank chest lol
Fletching, 3% (for fast 99) to be making a bow and it becomes already strung (strands from bark)
Smithing should have 5% chance to either smith with 1 less bar, or smelt 2 bars from 1 set of ores.
Fishing, chance to catch 2 fish at once

99 Fishing Cape: 10% of catching 2-3 ( multiple ) fishes with rapid succession
99 Woodcutting Cape: 10% of cutting 2-3 ( multiple ) logs with rapid succession
(PLEASE ADD THESE as 99 woodcutting is very small profit even with magics and a lot of work to get)

99 Agility Cape: Same stats as Spottier Cape, doubles run restore twice as faster when under 50%. ( Since explorer's ring already replenishes run, this would be a more unique feature )

99 Firemaking Cape: Has a right click option "Overheat" that allows raw food and other items in your inventory to be cooked or lit up, the succession of the foods cooked relies on your cooking Level. The food could cook twice or three times as slower than it does on a normal furnace.

Just a few suggestions:
Attack: Can no longer miss while wearing the cape. (Might sound OP but if you think about it you're just getting rid of the zeros.)
Strength: Small chance to hit for twice the damage. (Akin to getting a "critical hit" in other games, chance can be as small as you want)
Range: Slight distance increase. (Or a big one, whatever you think is better. ;) )
Prayer: Small % increase to all prayer boosts. (i.e. instead of 20% att on piety it'll boost to 23 or 25%.)
Magic: Allow one rune to become permanent while wearing the cape. (Works just like a staff only you get to switch it, stacks with staff.)
Herblore: Like previously suggested, make full potions. (Preferably a permanent boost but can also be a % chance.)
Thieving: Allow new NPCs to be pickpocketted for more lucrative reward. (i.e. can now pickpocket king Lathas for royal loot.)
Fletching: Allow bows to be strung without the need for bowstrings. (You've made so many bows you have spare strings lying around everywhere.)
Hunter: Faster catch rate somehow. (Sorry, not so specific)
Smithing: A couple ideas: 1. Smelt without a furnace. (Probably too OP) 2. Can Repair degradable armor and broken axes. (Not much to do with xp but my favorite nonetheless.)
Fishing: OK hear me out on this, Fish ANYWHERE. (Basically make any water area one big fishing spot. You're such a pro fisher you don't need a "fishing spot." What you catch would be based on what you use to fish. As a side suggestion, can fish anything anywhere.)
Firemaking: Light anything without a tinderbox. (Although the permanent light source is cool too)
Slayer: During a slayer task, can call for assistance from a member of the "Slayer's (Assassin's) Guild." Basically like a summon, calls in a follower that'll help you fight, as a bonus the follower can carry necessary slayer items so you won't have to. (Might be a little much but I feel it'll actually help in doing tasks not just in getting them)Also, SLAYER GUILD!

Ran out of space but wanted to add one more.
Mining: Small chance to mine an uncut dragonstone. Currently not able to do so, so I feel it would add something new to the skill. If the devs feel generous though, might also consider the uncut onyx :D .
