For Fishing, you could make the skillcape effect give you a 5% chance of catching 2 fish at once. Or, as a slightly more amusing use, allow you to eat fish raw... The fish would heal the same as if it were cooked, it's just raw.

The current agility perk is okay, but it's fairly easy to get a graceful cape. Getting 99 shouldn't just be a fancy graceful cape.
Remember that feature in like, 2008 where you could "rest", and your character would sit and regenerate run faster? What if that was the agility cape perk?

Agility Perk:
The ability to rest and restore run.

I love fishing, and fishing was my first skillcape on both Old school runescape and Rs3. However im a bit dissapointed to what the bonus effect of the cape is, so i have another suggestion.

In rs3 when you use your hands to fish either tuna/swordfish or sharks, you have a chance of catching 2 of a fish, rather then catching one. This does not appear to be the same on oldschool runescape, and i wish for the fishing cape's abillity to be changed to that. So rather then having a +1 boost to fishing, you have a chance to catch doubble the ammount of fish you would of normally cough (in any case, a chance to catch 2 of the fish you are fishing for)

My old school account is a skiller, so i'd prefer if the benefit of what i suggest be with every fishing method, regardless if you are hand fishing, harpoon'ing or even fly fishing. But even if thats impossible to implement, i feel like this would still be a better way to go about the abillity of fishing cape.

Just a few suggestions. (some might be too op)
let me know what you think!

attack
- special attack recovers slightly faster

strenght
- strength bonus when hp is lower than a certain percentage of health. (a bit like dharok's but less strong)

herb
- an option to select fill all of the same potions up to (4). so you dont have to click a million times to have all your potions (4)

fletching
- you will no longer need a knive in your inventory to fletch. animation stays the same. the cape will be your knive as it were. (it would save a spot)

fishing
- no more need to bring a rod/harpoon/net etc. the animation will be the same. your cape will be your fishing tool as it were. (it would save a spot)

slayer
- bonus damage on slayer task? dont think people will wear it over a firecape.

prayer
- allows you to recharge prayer points once a day.

Suggestion:

Herblore Cape Perk:
Search the cape once a day and receive 10 random unid herbs

Fishing Cape:
Ability to fish with bare hands (for either all fish or a select few), would free up an inventory space.

Fletching Cape:
5% chance of stringing 2 bows at once/adding feathers to bolts, etc.

All the perks seem pretty cool, especially the firemaking cape (hope there's some cool aura or lighting effect on it as well).

Although I think for herblore and fletching there should be a small chance of not using some of the resources.

ex: make 15 potions with only 14 because of your mastery you make good use of your resources.
fletch ex: make 28 bow(u) instead of 27

Not sure what the % balance would be but I'm sure Jagex devs could figure it out. :D

Attack: Are cyclops useful to kill after you have Dragon Defender?

Herblore: This is crap. Maybe:
- Chance to make (4) dose potion
- 5% chance to speed up Herblore action

Fletching:
- 5% chance to speed up Fletching action
- Chance to automatically poison darts/arrows/knives with the best poison available

Smithing:
- 5% chance to speed up Smithing action

Firemaking:
- Make a fire that is equivalent to a Range/Oven for Cooking purposes

Max:
- All perks at the same time. People will just otherwise "operate" the cape to change which is a minor action.
