I like the ideas for the most part. However I have some alternative suggestions.
Defense Cape: Ring of Recoil effect.
Because someone with 99 defense should be impregnable, it seems fair to say that whenever they take damage, the attacker would be damaged as well because the owners defense is so strong. In a sense, it reflects their damage.

All of them seem pretty good in terms of not being crazy benefit-wise. Some of the capes that provide you with a "knife" or "pestle and mortar" for example seem pretty lame though.
Agility skillcape could rather be a run energy bank.. Like 2-3x normal 100% run energy which automatically starts to fill when you reach 100% and automatically drains when it gets to 0%
Maybe having skill capes available from f2p? Make it to where you can buy the cape from the king of Varrock for 2X ( or more!) the amount (the other cost would be shipping XD) As for the woodcutting, Make it to where you can cut trees with your hands: the equivalent of a rune hatchet. Bird's nest are nice but when trying to get a full invo it isn't the best thing. As for the hands cutting, that would be sick. Talk about wanting to wear your cape everywhere!

Went on the forums to suggest this myself, theres already Bob Barter the herb merchant NPC in the grand exchange that will do this for you, but I think its a good Idea to add this to the cape as it could be handy in lots of situations (more so than a pestle and mortar) such as on slayer runs with lots of potions etc. Additionally I think it would be on a similar level to the other capes perks, a handy tool but not going to effect economy or game play considerably.
For the attack cape I think it should Increase the wearers accuracy while training attack by 5% because if you are already 99 attack most likely you are in no need of getting warrior's guide tokens. Also It gives no damage boost and its a low % so it would help with bossing and giving variety to wearing capes instead of just the fire cape. I hope you like my suggestion but feel free to tweek it
For Smithing, why not let it either reduce the cost of repairing items from 50% to 25%? It could also increase the rate of smelting iron ore to 100% or let you save a bar with a 5% chance while making stuff at an anvil.
