Defence

Act as a Ring of Life.

Would act as a permanent Ring of Life! It would not degrade upon using like the ring does. Thanks for submitting this suggestion! We like it :) .

I can see problems with this. Being teleported out just as you were about to kill something when you didn't want to be teleported.

You lower your HP to use Dharoks set effect, then just as you get your HP low you get teleported away and healed, not what you want to have happen.

The price on Diamonds and Rings of Life plummet.

I'd rather see an effect with would not be detrimental under certain circumstances, and which would not impact the economy and price on Diamonds and Diamond jewellery.

How about Fletching and herblore capes have a 5% or 10% chance of completing a double action. Like if fletching bows you have a chance of making two bows at the same time and with herblore you can add two ingredients at the same time or complete two potions at the same time. 10% might have a little too large of a change to exp rates.

Dont have the capes copy other item effects.
(except ranged) We already have goldsmith gauntlets/Varrock armor 3 etc. we can get those before 99 theres no point in copying them.

I agree with this statement too but I'd include ranged in it as well in my opinion. I'm not sure why it has to be a clone.

As for the cooking skillcape , I believe one of the criteria was that it didn't affect the exp gain that much. I'm not sure on the burn rate of foods at 99 cooking but if there is an item where you only burnt it 1/10 times (there probably is), The cooking cape with its current proposed perk will give you a boost of 10% xp gain which in my opinion is a dramatic boost considering the new fishing outfit they released is only a 2.5% bonus xp to fishing therefore it does not meet the criteria.

I can't think of anything good for cooking at the moment except maybe a chance to cook 2 food at the same time?

No thanks. Skillcapes are simply a showcase of achievement, not a means to an end. It should stay entirely cosmetic. Otherwise the self absorbed, antisocial and obsessive maxing mentality will pervade all of OSRS.

"Attack

5% melee accuracy boost

Strength

5% melee strength increase

Firecape would still be better, so no balance issue presented here.

Magic

Once a day spellbook swap doesn't seem to have much use. Perhaps a 5% mage damage boost would be better? I'm normally against more damage boosts, but 99 mage does need more of a use and this would provide that.

Having lower mage attack compared to the god capes would balance it."

-IMPERIUM

These are fantastic ideas, however, the same should be done for ranged, a 5%boost.

If these boosts are to significant I could also see anywhere from 3-4% damage multipliers being appropriate, although I think 5% should work.

The smithing perk is, in my opinion, kind of pointless. If people already have 99 smithing then why would they want double exp? to get to 20m exp? How many people are actually gonna do that? I think the smithing perk should be something like the mining, when you smelt a bar you have a 10% chance to get 2 bars or when you smithing something on the anvil you will get two of the item you smith and that will also be 10% chance!
