I think it's a wonderful idea, the only concern being the hitpoints cape perk. While I don't pvp, I'm concerned this might cause a slight imbalance during fights between players. It's very unfortunate that the only cape people wear right now is the fire cape, and I really think this would change it up a bit. I personally would wear a skill cape over a fire cape if this were to pass. The extra combat bonuses just doesn't make it worth wearing to me, and I'm sick of seeing them everywhere.

Mining cape --> Better change on getting higher ores from mlm. (the idea to have same reqs as varrock dairy hard is kinda bad since no one really mine the ores anymore since mlm is released).
Going for 99 Slayer with 1 Defence & Prayer.

Herblore - Zahur will create unfinished potions at a cost of 200 coins each, works with notes.

Many people are saying to safe ingredients but that is a runescape 3 thing.....keep it oldschool so i think the zahur is the best option. for peole who can't do that dairy for different reasons but still want to continue doing herblore.

I agree with this.

Also some other suggestions that I have come up with

Attack/Strength/Defence could act as half of their super potion effect, but does not stack with potions, and with the same idea, Range/Mage capes can act as half of the effect of their potions as well.

Also the Range cape may also need a +4 range attack bonus to match the ava's accumulator.

I also like the idea of the construction cape giving a 10% chance of the servant not asking for a payment.

Agility cape I think should be a little better than graceful cape, maybe -6kg was what I was considering.

Herblore cape I agree with others that it could have a 5% chance of making a (4) pot instead of (3).

Crafting could be useful by acting as unlimited thread and stringing amulets as you smelt them in a furnace, but it doesn't actually produce thread or balls of wool.

Fletching with the same idea, could feather any objects that need to be feathered without the need of feathers.

atk when you hit 0, you hit a 1 instead (or maybe have a chance of), doesnt reward xp though
str when you get a max hit(btw could you add an orange splash to this?), it adds +3~ to it, doesnt award xp from the added value
def you get hit 1 less damage
range first hit into combat has more accuracy, maybe even 100% accuracy
prayer current idea of holy wrench seems good
magic dont have a better idea
hp act as rapid heal, and stack with prayer
rc can store one type of runes on the cape, saving 1 inventory slot, could also work on the magic cape
const restores your hp, prayer and stats when you arrive to your house
agi able to restore energy up to 120
herb stores 1 potion in the cape, being able to operate the cape to drink from the potion [cape(4), cape(3), etc]
thiev generates a "wallet" item in your inventory (if option turned on) that can be clicked to reward few coins, and maybe even an ID as a joke
craft works as chisel, needle and/or few others, much like toolbelt, but not for all items
fletch holds 1 type of arrows, that can change with the arrow slot current arrows by operating the cape
slayer get help from the slayer master that assigned your task for a brief amount of time, or for 1 monster, excluding bosses, daily cooldown
hunter maybe operate for a pet? or camouflage as a wearwolf lol really dont know
mining dont have any ideas
smith summon an anvil for brief time once a day?
fish dont any ideas
cook every food heals you for +1hp
fm light source seems good

For Hunter, I like the idea of being able to set 6 traps (7 in wild) when worn (and in wild it could be permanently lost or drop of 50k if pked)

Smithing - it could act as an anvil 5 times a day for something along the lines of 1-3 minutes, and/or it could act as an automatic cool-down for the bars in Blast Furnace.

Fishing - I agree with the others as this could be used as any fishing item (ie: bait,feather,harpoon) and/or it could have a 5% chance of double fish with xp for both.

Firemaking could potentially be useful as well if it could also produce a fire.

Feel free to give me suggestions based on this if you think something is unfair, I'd like to know how to improve these suggestions :)

I have not read every post so I am not sure if this already has been suggested.
For the fishing cape i would love the option that you will only catch Swordfish instead of Tuna/Swordfish.

This will greatly benefit from P2P to F2P, in my opinion.
