For the
max cape
, players should be able to choose the effects of 2 or at most 3 Skillcapes, but 2 is good enough in my opinion. The effects on the Skillcapes aren't supposed to be incredibly good, just convenient bonuses. However, having 22 or 23 effects at once, as is suggested, is just going to be over(s)kill. I mean, what would the operate-interface of this cape even look like...
Obtaining the max cape is an achievement per se, but not giving it any effect at all would make the max cape less relevant to use over an ordinary skillcape which just wouldn't make much sense, really. I think it ought to be better than an ordinary skillcape, but it shouldn't be too overpowered.
Also bear in mind the combat skillcapes/max cape shouldn't have too strong bonuses for combat. It was polled that the max cape is going to have LOWER stats than the fire cape. I don't think it would be a good idea to give the combat skillcapes bonuses that would make them better than the fire cape.
