I think the max cape should have all the skillcapes effects except you should be able to toggle the permanent rol ability (sometimes it's not wanted). On top of that the max capes individual perk should be the ability to consume a fire cape to give it the fire fire capes stats.

Fishing cape - Perhaps a chance (small chance) of catching double fish with one action. So you're fishing for lobsters for example, there is a small chance (1/100?) that you catch 2 at once with a single action

Herblore - A small chance of not using a resource when making a potion maybe. (Perhaps 1/99 or 100) again?

I feel like the melee capes deserve a little more love. Personally i hate going to bosses/slayer and seeing so many people wearing a fire cape, making fire cape best in slot but it doesn't seem very unique anymore. I liked the idea of getting +3-5% increase to offense for attack cape, damage for strength cape, and damage reduction for defence cape. It would need to be a bit balance, but if i'm at Bandos GWD lets say and i'm tanking, i'd rather wear my defence cape for the extra damage reduction rather than fire cape that has offence bonuses aswell. Then attackers have the freedom to choose either the bonuses from firecape, attack cape, and strength cape. As for the ROL effect on the defence cape, it seems a bit more fitting for the hitpoints cape.

I think all the combat skills, attack, strength and defence should have free acces to the cyclops.

And the just add some bonus to the capes. like 5 attack bonus with attack cape.
2 strength bonus for strength cape so fire cape will still be better.
and 5 defence bonus with def cape.

I really like the idea of the defence cape being a ROL and the Range cape being an ava's, I think that a few should be a little different though, like maybe for woodcutting it increases to a perm lvl 100 or something to increase your xp per hour and profit rather than a 5% increase in nests. Most people get plenty of nests from their kingdoms and would probably prefer the xp/ money rate over 1/200 better chance at a nest. I also think the firemaking cape perk is a great idea as well as the slayer cape perk. I believe that the max cape should give you all of the other perks only if you own all of the other capes, not just have the skill.

Also I strongly believe that the quest cape should be able to be worn as long as all the quests at the time of purchase are completed. In other words you should not be able to wake up one morning and find that you can no longer wear your hard earned quest cape/ music cape. In turn if sailing brings about new quests, I think there should be a separate quest section for those quests and if you previously had the quest cape for the rest of the world when you complete them it should trim your quest cape (or at least give you the trimmed cape stats).

For The Attack And Strength Cape It Only Seems Appropriate To Add Something Based On Combat To That Skill.(Runescape is Revolved Around Combat)
Attack Cape

Acts As A Permenant Super Attack Potion or Attack potion (i think super attack would be more fun :P ,(Cannot Be Stacked with any attack boosting items/potions) Seems Fair Since Most players dont have 99 attack anyways, This would be great for pvm/pvp since there will still be a majority of players who will use super attacks/ attack potions, and there will be a bigger incentive in grinding to 99 attack. (also the cyclops idea seems kinda lame)
Strength Cape
Drinking a Super Strength Potion Acts As a Dragon Battleaxe Special Attack (without the negative affects and without reducing spec bar to zero. increasing the player's Strength level by [10 + (stats drained / 4). Would Be A Great for pvp/ pvm and would allow a lot of players to have a bigger incentive in getting a 99.
