I like this a lot. I wish I could think of something good for att/str capes that didn't affect stats.
HP cape effect should stack with regen braces and prayer, if you ask me. Currently, I believe those two stack with each other anyway.
Herblore and Fletching capes seem pretty useless. However, if you wanted to make all crafting/gathering skills function as a source for their respective tools, that could be be a nice little bonus, in addition to the main effect.
Crafting guild teleports also seem pretty useless, and Smithing cape seems like too much if it stacks with gold smithing gaunts, and useless if it doesn't. I suggest instead for herblore, fletching, crafting, and smithing capes to have a chance to save resources, like the scroll of cleansing/scroll of efficiency do in rs3. Alternatively, the herblore cape could have a chance to produce 4 dose potions when worn. These effects provide a benefit to wearing the cape while using the skill, even if the skill is only used occasionally after 99 is achieved.
I like the Mining effect, but feel like it should go up to runite, or at least stack with the Varrock top effect. There's no point duplicating the effect on an item that the player likely is already using, if they don't stack.
For fishing, maybe it could give a chance to catch two fish at once, just like the mining effect, but for fishing. You could even apply the same effect to woodcutting.
