I like this a lot. I wish I could think of something good for att/str capes that didn't affect stats.

HP cape effect should stack with regen braces and prayer, if you ask me. Currently, I believe those two stack with each other anyway.

Herblore and Fletching capes seem pretty useless. However, if you wanted to make all crafting/gathering skills function as a source for their respective tools, that could be be a nice little bonus, in addition to the main effect.
Crafting guild teleports also seem pretty useless, and Smithing cape seems like too much if it stacks with gold smithing gaunts, and useless if it doesn't. I suggest instead for herblore, fletching, crafting, and smithing capes to have a chance to save resources, like the scroll of cleansing/scroll of efficiency do in rs3. Alternatively, the herblore cape could have a chance to produce 4 dose potions when worn. These effects provide a benefit to wearing the cape while using the skill, even if the skill is only used occasionally after 99 is achieved.

I like the Mining effect, but feel like it should go up to runite, or at least stack with the Varrock top effect. There's no point duplicating the effect on an item that the player likely is already using, if they don't stack.

For fishing, maybe it could give a chance to catch two fish at once, just like the mining effect, but for fishing. You could even apply the same effect to woodcutting.

Fletching and Herblore could allow for a right click option to fletch/grind rather as though using a knife or a pestle and mortar rather than just provide a supply of them. The Crafting cape should also probably not provide teleports to the guild since a skills necklace already does that. Also for Strength, perhaps just give the cape some + bonus to strength and give the Attack cape stab/slash/crush offence bonuses? Ranged being the same as Avas should still require having unlocked Avas or something so there isn't a 1 prayer option for retrieving ammo.

Kind of unhappy about the combat perks.
I mean giving pures that have 1 prayer get ava's accumulator, I mean really?
How about this: you allow players to use an ava's accumulator on it once and it'll make
the cape perm attract arrows like was done in the castle wars minigame before.
The default bonuses of the range cape would be the same as the offensive bonuses of
the ava's accumulator with the defensive bonuses of a range cape.

I feel like a lot of people are proposing ideas that don't make sense. Things like Fletching without a knife, burning logs without a tinderbox... It should be of a passive effect or an activated ability in my eyes:

Prayer cape - Acts as an item from each god.

Would be useful for GodWars dungeon.

Hunter cape - Able to catch any Impling without the usual necessary tools.

Implings are spread around the whole of Runescape, people who have 99 Hunter don't often actively seek Implings and I'm pretty sure they don't carry round Nets/Jars all the time.

Agility cape - Acts as Graceful cape and applies the full set bonus when moving and standing still instead of just standing still.

It doesn't really seem logical to have the Agility set bonus benefit people when they are standing still anyway...

A few other notes, maybe for the Combat based skillcapes give them a +5% bonus on top of what else you are wearing. Quest cape could also possibly act as all three of the Family crest gauntlets at once.

Farming one is terrible lol taking cape off to use it on a farming patch then putting it back on??
Range cape I personally think needs ava's effects and accuracy or nobody would use it.
Slayer Cape I think would be better as slayer helm :P wealth isnt rly much difference and slayer rings just teleporting :P

Fletching I really think shouldnt make it faster...I mean it'll annoy people like "sack" who had to do 200M fletching at a very slow speed.

Fletching/Crafting > Use your hair as thread. Uses: 10. After that you turn bald. Cooldown: 24 hrs (for your hair to grow back).
