The core of what we would like sailing to be fits in perfectly with what makes so many players love RuneScape: Exploration and adventure.
I'm going have to say this: You guys seem a bit out of touch with what players are interested in. The entire "exploration and adventure" thing phased out years ago. It's all about xp gains now unfortunately.
With that said, I'm assuming that this is the "secret project" that has been mentioned. Sounds interesting enough, but also is a concern with augury/rigour.
If this doesn't pass, then we augury/rigour be added some other way? Balance of the game has to be considered as well of course, so the prayer requirement for them should be higher than 70 (perhaps somewhere around 75-77 as they were before) and of course, a 70 def requirement as well.
We also need more details on what the skill will bring to the game, specifically. Things like "new resources" is very vague.

If you're going to do this, use the opportunity to provide some much needed equipment variety to mages and rangers.
OSRS Mage Tank.
Believe magic to only be for support? Think again. It's just as valid of a Pking style as melee and range is.

People want Dungeoneering, and this gives you access to new resources like DG did, yet this is inferior for some reason?
Summoning wasn't spectacular either. A tedious way to train, camping waterfiends on end for an item used to make a pouch, the only real way to train the skill. You literally did not even have to summon anything to train summoning.
I'll be voting yes and I encourage the nay-sayers to wait for the next dev blog on it.
Nailed it, especially the summoning part.
I was 13 when Summoning was released (graduating uni soon, wow!) , and the way I had imagined that Summoning was going to work was that you summoned things as needed. Like using prayers, except with fangs.
Instead we ended up with a relatively complex version of Runecrafting, and anyone who had a high combat level at time of release had no use for the low-tier familiars because A. The extra damage output was not worth the cost and B. most areas weren't multicombat anyway.
I literally had to check the date on my computer to know it wasn't the 1st of April. Are you serious?! This is the best news I've heard in my entire Runescape career! I love sailing, once the skill comes out I will grind this skill into the ground!
The most legendary skill that never made it into Runescape, those who are against it are only too new to the game to know what impact it's had on the RS community since it was first suggested. And now the idea will finally be touched on by Jagex! I love you and your entire crew!
FML, Ronan you are going to kill me with another skill like agility, herblore or farming, I guess its combination of all because its boring and a lot of waiting involved... :'(

Only part I dislike is the PVP part, altough it could be more intresting with some changes maybe.
Changes to the PVP
Maybe it would be nice once if a player dies in your team a certain "Sea witch" will take controle over the dead player, so your teammate becomes your enemy.
(Note that the dead player keeps controlling the character, you've only became bad)
Once you turned bad (died) you need to protect the treasures. But...
If you die again
You will no longer take part on the journey.
In case you keep (alive)
U will be rewarded with some prices from the "Sea Witch"
Maybe this could be something, anyways keep the good works Jagex
