I think this sounds amazing, if done properly and in accord with the community. The whole adventure and exploration aspect of it is really enticing. This could lead to a lot of really cool content and adventures.
If you're against the PvP aspect of it, then perhaps just that part of it could also be polled. However, you wouldn't need to go sailing in PvP waters I'm guessing so it's no big deal. Haha imagine arrows and magic spells flying back and forth between ships.. it sounds like a good time. Also running into unexpected land or monsters. land ho!! and then you find a new species and join their civilization only to return to the mainland with some cool gear, some new quest points perhaps, and fun memories.
At least think of this skill intelligently with honest thought instead of lashing out in a reactionary way.
