A couple of points for the updates:
1. I don't think that any combat skills should be protected at all, especially not two. Range/Mage will become overpowered, as a couple of people have pointed out that would be more advantageous for someone who has died to choose to protect Range/Mage and HP, rather than attack and strength. Also by people prioritizing selecting combat skills rather than non combat ones, it's very likely that combat will trump all and won't give a fair ground to those who have attained high skilling levels. A maximum of 3 non-combat skills with reduced xp loss seems much more reasonable.
2. Similarly, I don't think that items should be able to be protected. There's nothing stopping people from placing items from their bank onto another account, thus being able to attack others with no risk involved. Unless you ban trading in this gamemode altogether, people will do this, therefore at least there is some risk to having expensive items on you.
3. Some people have questioned how quests and quests rewards should work. I think quests rewards should only be equippable if someone has the skill requirements for the quests. For example, with barrows gloves someone who only has 55 cooking due to them dying shouldn't be able to wear them. Not only would this be a fair balance, it will also mean that people will have to choose which skills to prioritize, e.g. choosing to keep Theiving xp in order to access ancients, Mining in order to access lunar spells.
4. Skulled people shouldn't be allowed to trade with others, or have limited trading whilst skulled, to prevent players from storing items they have just gained onto mules.
5. The 5x exp rate is excessive. It should be a maximum of 2.5x, and should only apply outside of safe zones
