It'd be better to tell Jagex on what they should work on with the Website, rather than attacking Jagex for doing so. They can easily add a toggle on the bottom of the Website which would save your preferences on what, 'look' of the Website you would personally want to view. However, as I'm sure this project is going to go through, you should give them some criticism on the Website that they are proposing rather than giving an anecdote which doesn't really mean anything to them.

Yes please to this new design. :)
I've always been one for the whole theme of Old School but I must say this is a very clean cut design and I'd definitely appreciate it, especially the mobile version.

When we (myself) say isn't old school it's because the website looks like some typical website from 2015. I like the top menu bar and I think it's good to keep it consistent with everything else.

With that said, you should still keep a very similar design that follows the current one, I don't see any point in making the website all vector when the game isn't the same (It looks old, oldschool). I'd love to see 2007-2008 HD graphics, making a fresh website to go along with that would be choice, however it's very clear that this won't happen any time soon; perhaps never.

The current website works well, and I love the feeling of the old html type websites from that era. I understand you guys want to attract new players. So make something that keeps the same style and incorporates the features you need, or you could just leave it.

Your best bet would be rebuilding what's been done, adding the optimization, and then making the interface/style but more cleaned up while keeping the same vibes, not the typical website from 2015 vibes.

This means making the forums have the same style too, not sharing RS3's website. :)
