Although it may seem obvious, this statement is why the GE seems like the right path. It means that people who like the GE, they are allowed to trade over it. And the people who don't like the GE, they are too allowed to not trade over it.
Although I can see the point that you're trying to make, the reality of the situation is that in a system where the GE is present, the GE will absolutely dominate the economy. For your proposed system to work, essentially two entirely separate economies would have to work simultaneously alongside one another, which just wouldn't work and would fall flat on its face. In reality, only one of the two systems will dominate (face to face transactions, or use of the GE), and thus will dictate ALL mainstream trading within the game. And in a world WITH the GE, you can bet your life that dominant economy will be that of the GE.
In other words, in order to trade COMPETITIVELY (or even at all, in many cases), people who want to trade face to face will find themselves FORCED to use the GE, just in order to make any sort of a deal.
I personally feel that Jagex have only made that point in some really weak effort to try to shut up anyone who's against the GE, so that it doesn't get shot down straight away, in the same way artisan did.

This builds up over time. the effects of this won't be seen for at least 6 months, but prices will rise. Eventually the inflation will reach rs3 levels and getting higher levels and high end items will be a huge grind.

Don't be ridiculous; scammers will always exist: GE or no GE.
