Actually, the high alch value correlates with numerous items: Dragon Scimitar and other types of Dragon gear, Onyx Bolts, Battlestaffs, etc. So it's not like it's unusual.
While I'm glad you find a fun filled discussion here, it's not clear why you are jealous of the topic, what's triggering your cruel, scornful emotionalisms?
Obviously, this thread is being presented in a cheerfully fun filled manner, it's light-hearted, and, clearly, no one has access to Jagex's data. Yet, Partyhats on Treasure Hunter is a seriously solid idea.
Seriously, it address multiple issues:
For example, flip/merch/investing is overpowered and must be nerfed.
Flip/merch/investing Partyhats is on a similar course as "commission staking."
The most cost effective way address these issues and balance the game is to increase the supply of Partyhats with Treasure Hunter, or rather, recover those lost to shark attacks with the use of Partyhat Maps, etc.
Seriously, it's a multiple win for everyone, it's a great way to support Jagex and when we support Jagex, they're able to continue to develop and maintain the game for everyone to enjoy!
But, the fact is that the game is constantly being updated.
Who would have believed that there would be cosmetic skins years before they released them, was "fashionscape" even a thing a decade ago?
The point is that there are many things that were once thought impossible, yet Jagex made them possible.
So, it's possible, there is a chance.
And as the years pass, I think they'll release the Partyhats again, just to prevent them from going extinct, or in the event of something comparable to a botnuke.

Just because you wouldn't care about Partyhats, it doesn't mean that nobody will care about partyhats. Cosmetics are in the eye of the beholder.
What you consider trash, another person would consider it a treasure.
So, if partyhats are released at high alch value and everyone has one, the result would be that a much larger demographic of players would be able to treasure and enjoy the partyhats.
I think the vast majority of people would support the release of the the Partyhats again.
Or did you forget that you wanted to agree to disagree?
