That's trading or investing for capital gain.
Investing your money in the stock markets can be considered gambling by many countries too. However, except a few extreme communist countries, it is not illegal gambling whatsoever. Don't forget most kinds of "gambling" activities in the real world are not illegal.

How is it random when you can set the sale price?
How can you set the price on the GE? Its just a guide price, Say someone buys a bond from Jagex with real money then offers it in the GE for say 20m but say there is another person who really needs that bond and offers 100m then wont the seller get 100m and not 20m?
The example can work the other way so its random which makes it gambling? If the gp value of bonds was fixed it would be different but they not. Normal skilling and monster drops buying and selling on the GE would not apply because you not buying with real money but bonds you are.
Sorry but iron account and my knowledge of how GE works fully is not that good but I know price you set is not fixed, I know it wont take more money from you than you offer but it can take less.
I am not for or against this thread just trying to point something out.

You said it yourself, the buyer has set 100m buy price. That's how you set a price.
If that was considered gambling, then we need to shut down (regulate differently) the whole stock market.
