idk, its my opinion, he dresses as a poser, he has no shame in showing off his body. He allows his emissary to give off a book detailing his murders of innocent beings, and Kharashi's memory even says that he looks like he is enjoying the killings of war.
A person who regrets and feels guilty for what what they have done is by no means confident, or arrogant, most can't even make eye contact. They would never dress the way Zamorak does, that is the look of a proud flamboyant man.

You can be a proud individual while still regretting past actions. I doubt that he feels guilty about most of the things that he's done, but that doesn't mean that he's proud of them. I don't see any of the other gods going around grovelling and begging for forgiveness. Saradomin certainly has no trouble looking you in the eye, and it's pretty obvious at this point that he deeply regrets his actions on Naragun. Wait until Zamorak's quest before making any final judgments.

And Icthlarin definitely doesn't have a napoleon complex. That complex is characterized by trying to comensate for some shortcoming- and Icthlarin just doesn't do that.
We don't know enough about the dead gods to analyze them. For all we know, Skargaroth didn't hurt a fly and was trying to stop Tuska.

He resurrected Queen Rashiliya's son as a zombie that terrorised them, when Rashiliya said she would swear fealty to him if she revived her son. That's pretty sadistic, if you ask me.
