We're looking to gauge feedback related to the addition of Nomad Hardmode in September and should it be added to the Master Quest Cape requirement or not.

General Rule: If it doesn't add lore it shouldn't be added to MQC. So no.
Runescape doesn't need a hero...it needs a villain. An all encompassing force of evil that will remain ever-threatening and use chaos to make the peoples of Gielinor tolerate each other, grow strong together, and fight side by side against this evil. I am that villain.
I have to go with Hazeel on this one. No. It would just be adding something for the sake of adding it. This is more of a trim requirement, if anything at all.

It should be a requirement for something, trimmed comp most likely, but if there are no lore, then it shouldn't be a requirement for MQC. So I actually agree with Hazeel for once, too.

Master Quest Cape is a symbol of Lore, not how much of the game you've completed.
Though Hard Nomad does sound like something a Comp/Trim would fit.

In my personal opinion Master Quest Cape should be a cape that should be achiavable by "questers", who may not have tier 90+ equipment or skills to defeat the very top end bosses. I remember from stream that the intention is to make this Nomad so hard that even some of the best combat J-mods have trouble defeating him. Combat requirements in general are okay, since many of those already exist (quest bosses, journal drops, Fight Kiln, etc.), but I think that this kind of difficulty is too much.
Though, if we look at the MQC guide lines, it does say that all post-quest content (with a couple exceptions) with permanent unlocks should be requirements. So, if killing this version of Nomad gives a permanent unlock, such as a title, then he should be required. If he's just a boss that can be killed again to get drops, then not necessarily.
My very biased opinion would be to not add him, because this extreme version of Nomad seems to be more aimed for very high-end bossers rather than questers, from what I've heard of him so far.

Here's the thing, though. It's not a lore cape. It doesn't reflect the natural ambitions of those whose primary motivation is to play the game for its storyline. It's a prestige cape.
Let's say someone has both a 120 Cooking cape and a MQC. Someone who's not particularly interested in quests. Which are they gonna wear while hanging around the Sinkholes lobby?
Jagex already dropped the ball on making this something that would help lorehounds identify each other, to signify folks who are truly dedicated to the game's story. It's a status cape. Completionist lite. So, in that respect, I don't think there's much rationale for keeping ANYTHING off of the requirements list.
