My first answer is No.
I think I need a clarification.

I know Nomad's getting his own tale.
We have to talk to them.
There is apparently a fight.

But do we absolutely have to fight him hard-mode in order to complete the tale once? or is the hard mode a post tale reward?

Well, they said:
"To keep the blood flowing, we’re dropping in a Tale of Nomad: a mini-quest that delves deeper into old scarf-face’s motivations and choices. For those who prefer to stab Nomad in the back than chat to his front, we’re offering a hard mode - just in case he wasn’t homicidal enough. The Nomad’s Elegy boss will be repeatable, demanding and rewarding, with a soul cape for those who defeat him."

So i guess that's a no to the question if the hard mode are tied to the miniquest.

Well, you can decide yourself what you want to make out of this, but i at least think that means that it's either post tale or not involved with the tale at all :)

I actually think yes. Master quest cape has to few really hard requiments, and current questbosses are rather weak.

Nomad... just Nomad..... :|

By the way, why should the MQC have really hard boss requirements?

Why does it need harder requirements at all? It's inferior to the Max Cape in every way, yet it's already harder to obtain. That just doesn't make any sense.
Runescape doesn't need a hero...it needs a villain. An all encompassing force of evil that will remain ever-threatening and use chaos to make the peoples of Gielinor tolerate each other, grow strong together, and fight side by side against this evil. I am that villain.

It makes about as much sense as the normal QPC having the same stats as a normal skill cape despite not only requiring much more xp, but also needing the significant amount of time it takes to complete every quest.

That being said, I wouldn't be opposed to granting it a stat boost considering you need to sacrifice the 3 best dps capes to get it. Beyond that, it would be rather nice if the MQC had all of the quest reward capes tacked onto it as well (ex: Jerrod's cape's effects and the Soul Wars' cape's prayer bonus). I find such changes to the cape unfortunately unlikely, however.
