Without a special event like Gower quest, the likelihood is 2017 may have 5 or fewer quests. Seems the battle has been lost and there is no going back.

I think they're focusing more on quality/size of the story than quantity. For a bigger number of quests, how about making shorts?

Don't you remember Tales of the God Wars? Tales are a more narrative type of miniquest.

Don't you remember Tales of the God Wars? Tales are a more narrative type of miniquest.
They're good for a quick bit of backstory for content that they don't think warrants a full quest.
I still much prefer Sagas and bottle quests as far as "quest-like but requiring fewer new resources"
Tales of the God Wars was just a miniquest that serves as an introduction to GWD2. And I don't think the quality/quantity argument holds up. Consider, for instance, 2008.
1* - Dealing with Scabaras - very good quest
2 - Wolf Whistle - tiny quest to go with Summoning, but not bad
3* - As a First Resort - fun Hunter quest
4 - Catapult Construction - very small bottle quest, overall not very interesting
5* - Kennith's Concerns - slightly unconventional but still great sea slug quest
6* - Legacy of Seergaze - excellent Myreque quest
7 - Perils of Ice Mountain - small but fun bottle quest
8* - TokTz-Ket-Dill - combat-focussed, enjoyable TzHaar quest
9* - Smoking Kills - great Slayer quest with nice story
10* - Rocking Out - brilliant pirate quest
11 - Learning the Ropes - tutorial
12* - Spirit of Summer - interesting quest in the Wilderness
13* - Meeting History - very nice bottle quest about Ardougne
14 - All Fired Up - small Firemaking bottle quest with a minigame
15* - Summer's End - part II of the 2008 series
16* - Defender of Varrock - superb Mahjarrat quest
17 - Swept Away - small, neat holiday bottle quest
18* - While Guthix Sleeps - best quest ever
19 - Myths of the White Lands - small, neat holiday bottle quest
So there we have it, 19 quests, so there's definitely quantity. Those marked with an asterisk I consider

especially noteworthy, great quests. So that's 12 - you may not agree with me entirely, so let's say it's 10, for instance. So we had 19 (fine, drop the tutorial, 18) quests that year (as well as RSHD, a number of minigames (TGOP, SC and FoG), and of course lots of skilling and combat updates and no MTX), 10 of which would be considered great or above.
These last few years we didn't even get 10 quests a year, and the ones we did get certainly weren't 'great or above'. Most of them were, aye, but definitely not all of them, no matter where your preferences lie. So while the quality of modern quests has of course tremendously increased since the early days of RS2, looking at 2006-2012, there is a tremendous deficit in quantity coupled with little if any increase in quality.
