The thing about Viggora is that (as with the Nex diaries) some of the content is clearly not possible. It can't have been the case that humans were treated in the empire as Viggora claims they were. It would require incredible contortions to make the world fit that statement.
My line is still that its a reinterpretation, i.e. that he was not a reliable witness. This is very close to a retcon, but the fundamental difference would be that Viggora's ghost is still saying the things he's saying, we just understand now that they are inaccurate.
