I really don't get where some of your points are coming from. For one, Runescape characters tend to be relatively weak in comparison to others from the genre no matter who's developing their content. RS quests just aren't a very good platform for creating rich characters, as they're so limited in the time frame that they can use, and they require the constant interruption of gameplay mechanics and dialogue relating to the present in order to maintain flow. Mahjarrat memories is much better at delving deeper into characters, as it's literally just paragraphs upon paragraphs of their interactions, opinions, and motivations from their point of view. But as far as quests go, Ollie has made several characters much more interesting just by adding some nuance to them. Hazeel is more than just a tyrant, he cares for someone like a brother. Khazard isn’t just a stereotypical dumb villain, he’s someone who seeks to discover his father’s identity, and blames himself for his mother’s death. Zemouregal’s not just Zamorak’s boot licker, he’s vocal about criticisms of his god. The one major misstep would be that Nomad was the one to betray Zamorak, rather than Zemouregal, who had been set up for it.
And Ollie can't write dialogue? I'd argue that, with a few exceptions here and there, the dialogue in his content is among the best in the game. “Sanity is a fleeting concept in this underground world of stone and magic. Who is to say madness is not enlightenment?” Just look at the interactions between Sliske and the gods in MPD, it’s one of the most entertaining exchanges in the game. And the words of their followers were also handled very well, especially as they were complimented by the voice acting.

Just to clarify, I wrote Broken Home. Ollie wrote MPD and DAT.
Did you give Nabor much thought internally? Or was he just a name drop for others to pick up and work with?
He has a motivation and a short backstory, but I didn't intend him to be a major character. He died unremarkably at some point during the god wars.
He died how he lived.
I'd say he was pretty remarkable. He held some radical ideas about mental illness for his time, and offered a unique solution to the rising lunacy problem within the empire. His ideas might have even had some merit if he wasn't constantly undermined by the church. In fact they did apparently since they helped us cure someone from insanity. He was even quite the scientist, using empirical data to develop his own theories, which is in of itself pretty unique when most of the "scientific theories" we see in runescape aren't really testable.
