Thanks for posting! Yes, a few of your concerns were dealt with in the thread:

Sailing as a potential item sink for junk: Freighting

Boats are built with construction, and can be sold from one player to another. There are 5 different tiers of boat (small rowboat, large rowboat, small sailboat, large sailboat, engine boat), and there are 3 different types of boat (cargo, transport, combat). Each has its advantages/ disadvantages.

Boats have hotspots for things like oars, rudder, sails, funnel etc. These can all be upgraded, with higher levels helping with the ability of the boat to take damage from dangers.

Trading cargo at ports comes under the "freighting" mechanic.

By the way you (and many others) glorify the sailing skill, I would actually say it would suit better as a quest line, perhaps starting from the Dragon Slayer quest. Almost every skill in runescape is repetitive and even boring, while many quests are fun and adventurous. I love the idea of quests expanding content in RuneScape, especially like how Priest in Peril grants us access to Morytania.

How could sailing, with the mechanics and rewards outlined in this thread, work as a series of quests?

Imo, sailing as a stat would be needed to make the mechanic possible, by allowing different levels of seas/rewards/boats, as well as being able to make dangers become less dangerous with more experience.

Skills needn't be repetitive and boring. Slayer and dungeoneering are both among the most popular skills to train, and I think that reason is because they are diverse and fun.

Quests definitely have a place in sailing though, but as a tangential storyline incorporating the skill, just like current quests. Using sailing to unlock menaphos/ prifdinnas, or to get to kudos island, or setting up miscellania as a trading post were a few ideas I had.

Don't quote me on this, but I believe there are currently no areas in RuneScape that are "skill exclusive", that meaning a large continent, not just like guilds. I'm very open to your ideas and thoughts, but to me it looks like the Jagex team aren't. Therefore I suggested taking some of your ideas and perhaps making a quest/minigame combo, which still could've been an amazing content update.

Can you add this to your ideas?

Sailing minigame (similar to ba and pc)

The setting for this minigame would be on a pirate ship in the open sea's, there would be a npc captain, max of 10 players per game, you must protect the ship and your captain at all costs, put out fires, repair sails, keep the ship on course, fend off invaders with cannon fire and hook to sword combat.

Rewards could be construction, crafting and combat xp.

Reward items are unknown atm. (possibly hybrid pirate gear, pirate pistol, cutlass, sea witch wand)
