i dont like the idea of sailing being a skill you train in order to train other skills, with the games economy we need a new moneysink/revenue source. sailing could be a skill to sink money into in order to pay off later. simply by building your own ships. working in conjunction with the construction skill players could build better ships with better materials (oak yew ect) and even reinforce the armor with metal. by limiting ships to one thing (fishing, fighting ect) we'd give players different opportunities for making money. giving different ships different speeds and different cargo capacity and different methods of transportation (wind, steam, magic ect) we could make each trip a risk as well. say you want to sail with a ship that only has sails, its free but your at the mercy of the wind and it may not be blowing where you wanna go, or for a steam ship you need coal to keep it going, or loads of runes for a magic powered ship. with other players able to make ship parts for upgrading your ship, like rams cannons cannonballs, large ballista mounted harpoons for fishing up giant shark or whales. this would give players a place to put their money and resources. (the economy right now really blows right now after all) and gives skillers some of the value they SHOULD have. trading cargo at various ports could have a supply and demand mechanic, where the more players trade one thing, the more its value goes down. and over time its value can rise. with special events calling for special items to sell. (like gem studded golden dining utensils)
